(Sr.) Manager, Transmission Planning (Biotech)

The Manager of Transmission Planning manages one of the key Transmission Planning Departments to assure the reliable, economic, and coordinated operation of the PJM Interconnection in accordance with PJM Planning principles and standards and all applicable NERC and Regional Reliability Standards. The position provides technical and strategic support to the System Planning Division, the organization as a whole, and the PJM membership in addressing PJM planning and engineering issues in a competitive utility environment. The position ensures that the Transmission Planning function is carried out in a manner that is inclusive of the concerns of all stakeholder groups and is fully integrated with the other elements of the PJM planning process as well as the functions of PJM operations and markets. This position reports to the Director, Transmission Planning.
The Manager of Transmission Planning will coordinate with other Transmission Planning Managers and assist the Director, Transmission Planning and the Vice President, Planning in accomplishing the following goals:
Maintain the safety, adequacy, reliability, and security, of the power system.
Creation and operation of a robust, competitive, and non-discriminatory electric power market.
The development of the PJM Regional Expansion Transmission Plan.
Ensure that no member or group of members has an undue influence over PJM activities.
Maintain the confidence of government entities and participants through demonstrated excellence in PJM's organizational performance.
Deliver exceptional services with integrity, efficiency, and technical innovation through demonstration.
Essential Functions:
Manages and provides leadership to the Transmission Planning staff at PJM.
Creates the department vision, strategy, goals and objectives and communicates it to departmental staff.
Develops and implements tactical plans consistent with the departmental strategy.
Be recognized as a problem solver that proactively addresses regional transmission plan development, customer needs and reliability requirements with innovative, creative, and cost-effective solutions.
Provides leadership, technical expertise and training to staff in the completion of complex engineering assignments that support present and future needs of PJM Transmission Planning.
Be recognized as a multi-disciplined technical leader in PJM and in other professional organizations.
Demonstrate an in-depth understanding of power system engineering concepts, principles, theories, regulations, standards, reliability concepts and techniques especially as they apply to PJM operations, planning, and markets.
Demonstrate an in-depth understanding of evolving industry regulatory issues as they apply to the PJM System and the role of PJM as an RTO.
Demonstrate integrity in decision-making.
Develops, communicates, and implements effective administrative strategies that support short, mid- and long-term objectives.
Develops and manages a departmental budget within the overall company budgeting process.
Manages large and complex engineering assignments that support present and future needs of the PJM System.
Empower staff to complete duties aligned with the vision.
Plans, executes, and completes complex analyses on schedule and within budget.
Develops and implements the capability to perform adequacy and reliability assessments for the PJM system.
Monitors and analyzes existing study methods and promotes the development of new and innovative methods and the introduction of improved and emerging technologies in the planning process.
Prepares reports and presentations as necessary to support activities associated with the Planning Division.
Manages the design, development and implementation of PJM's planning tools.
Manages and coordinates the development of recommendations to PJM and member company management based on detailed knowledge of engineering industry criteria, practices, and government regulations for the development and implementation of new bulk power facilities, programs, procedures, and policies.
Develops benchmarks and measures the ongoing effectiveness of relevant processes and systems.
Consolidates improvements and produces effective change initiatives.
Supports the Director, Transmission Planning in the development of the PJM Regional Transmission Expansion Plan (RTEP).
Develops and implements the capability to perform analyses required in the development of the baseline Regional Transmission Expansion Plan and coordinates the integration of market efficiency analyses and interconnection analyses into the RTEP.
Coordinates the efforts of transmission owner staff with those of PJM in the development of the RTEP.
Supports the Director, Transmission Planning in coordinating the function of the PJM Transmission Expansion Advisory Committee with respect to the review of all stages of the development of the RTEP and the solicitation of stakeholder input.
Supports the development and implementation of the strategic initiatives of the organization.
Supports stakeholder outreach activities to gather input related to the implementation of the planning process and the achievement of organizational goals.
Supports the activities of PJM or industry committees, task forces, or stakeholder groups involving issues related to planning and engineering.
Possess a detailed understanding of PJM planning and operations.
Possess an in-depth understanding of the PJM Agreements and Tariffs
Possess a detailed understanding of current and anticipated software, hardware and power system technologies and how they can be included in the further improvement of transmission planning.
Establish a sense of urgency to complete tasks in an efficient and cost-effective manner.

Coordinates the development of the PJM Interconnection Transmission Plans (both near and long term) with other PJM Transmission Planning Managers
Characteristics & Qualifications:
Required:
Bachelor's Degree in Electrical Engineering
At least 5 years of work experience
2+ years of leadership experience in a managerial/supervisory role
Preferred:
MBA, Business Administration
5-10 years of leadership experience in a managerial/supervisory role
Ability and desire to build relationships and interact with a wide range of stakeholders and staff to maintain and enhance PJM's customer service reputation
Experience with PJM operations, markets, and planning functions
Problem solver, can-do attitude and desire to take challenging and industry shaping initiatives
