Job Summary
Under the direction of the Chief Financial Officer, this position is responsible for the strategic vision, oversight, and success of the Procurement Program. As a senior leader within the organization, this individual is responsible for ensuring procurements are conducted in accordance with internal policy, customer requirements, including the Federal Acquisition Regulation (FAR), other U.S. Government agency acquisition rules and regulations and U.S. public laws and statutes. This individual is responsible for ensuring TriWest's contractual requirements related to procurement are achieved to include those requirements with significant financial implications to TriWest. This includes timely and accurate processing of solicitations, evaluations of proposals, conduct of complex negotiations and executing awards, while assessing risk and responding to changes in demand or disruptions in the supply chain. Serves as an executive sponsor and participant in internal projects and discussions aimed at improving departmental efficiencies, monitoring compliance and developing visionary solutions to business problems.
Education & Experience
Required:
• Bachelor's Degree in Procurement and Supply Chain Management, Business Administration, Finance, or related field or equivalent experience
• U.S. Citizenship
• Must be able to receive a favorable Interim and adjudicated final Department of Defense (DoD) background investigation
• 10+ years in procurement and 5+ years of executive-level management and leadership experience in procurement or government contracting operations
• Proven track record in managing complex, high-value federal contracts and supplier relationships
• Detailed working knowledge of FAR and other U.S. Government agency acquisition rules and regulations and U.S. public laws and statues
• Proven experience in managing teams, processes, and systems to meet operational goals and performance metrics
Preferred:
• Master's Degree in Procurement and Supply Chain Management, Business Administration, Finance, or related field or equivalent experience
• 7+ years of executive-level experience leading procurement operations in U.S. federal government or prime or subcontractor environments
• Certified Public Procurement Officer (CPPO), Certified Professional in Supply Management (CPSM) or Certified Federal Contracts Manager (CFCM) or equivalent
• Previous experience liaising with federal audit agency representatives
Key Responsibilities
• Provides strategic vision and direction to the procurement operations by leading the development and administration of policies and procedures in strict accordance with applicable federal, regulations, ethical standards and organizational goals.
• Oversees the development of a cohesive business strategy with TriWest's Senior Operations leaders to ensure timely coordination and accuracy for procured goods and services, in accordance with Federal Acquisition Regulations (FAR) and procurement policies.
• Develops and drives meeting annual metrics for measuring procurement strategies and compliance. Metrics should be measurable (i.e., maximize cost savings, enhance supplier relationships, and ensure the efficient use of federal funds while maintaining quality and meeting applicable federal procurement regulations).
• Collaborates with Legal, Compliance, and/or Internal Audit department teams to validate procurement activities comply with current U.S. Government agency acquisition rules and regulations and U.S. public laws and statues a periodic basis.
• Leads a team of procurement professionals, three (3) Directors and their respective teams of buyers who engage in purchasing activities, including planning, directing, and coordinating the procurement process, such as competitive bid processes, evaluations, reporting, and government audits.
• Oversees on a periodic basis, the conduct of internal monitoring to ensure on-going compliance with internal procedures as well as contractual requirements.
• Identifies process improvements and required training opportunities to enhance efficiency and effectiveness.
• Identifies professional development opportunities for team members to enhance skills in strategic sourcing, negotiations, and analytics.
• Interacts frequently with TriWest's Senior Operations Group and their respective leaders to solve business problems at a strategic level.
• Serves as a key liaison for government auditors and review teams.
• Reviews and authorizes major solicitations, conducts costs analysis and ensures compliance, identifying opportunities for improvement.
