ORGANIZATIONAL SUMMARY:
The Institute for School-Community Partnerships, Integrated Services, and Child Mental Health and Educational Policy (ISCP), which is part of the College of Education, envisions that all schools in the state of Florida and nationally will have the capacity to provide a safe, effective, and efficient environment to continuously improve the academic, social, and emotional growth of all students and to actively engage families and communities in education. The ISCP's nearly $23 million budget is derived from grants from federal, state, and private sources. It is the mission of the ISCP to implement and evaluate research-based and innovative practices in school and community settings. This is accomplished through (a) training, technical assistance, and support to key partners; (b) community-engaged research and program evaluation to inform key partners' decision making; (c) the development of research and evidence-based documents, tools, and resources to support implementation and evaluation activities; and (d) supporting the infrastructure and capacity of key partners to implement and evaluate federal and state educational policy.
POSITION SUMMARY:
The 21st CCLC Assistant State Director ensures that the goals and objectives of the 21st Century Community Learning Centers are accomplished by daily operational management of the project. Under the direct supervision of the State Director, the 21st CCLC Assistant State Director will provide guidance, and technical support to both the Program Specialist and Monitoring Unit specialists. The 21st CCLC Assistant State Director is responsible for collaboration and coordination with the Florida Department of Education, strategic planning for the 21st Century Community Learning Centers Project, direct supervision and support of the project professional staff and support staff and serving in a staff leadership role to assign and schedule work. This position requires skills in communication, recruitment, project management and data analysis.
RESPONSIBILITIES:
Assist in the daily operational management of the project, providing direct supervision and support to project staff, monitoring progress towards objectives, assisting the director in establishing and enforcing timelines and metrics, recruiting, training, and retaining staff, providing constructive and timely performance evaluations, providing professional growth opportunities for staff, maintaining compliance with federal, state, and local laws and regulations, and recommended best practices, participates in strategic planning and presides over meetings as needed. Provides on-going training to project and supervisory staff as it relates to grant administration, compliance, and organizational policies.
Provide off-site and on-site technical assistance to 21st CCLC sub recipients, including school districts, community agencies, faith-based agencies, children, and families in the areas of 21st CCLC, assist in collaborating with staff to identify and implement best practices which will positively support sub recipients.
Assist in writing of statewide reports of program findings and reports of individual program findings for the FDOE. Assist the state director with the development and updating of the annual grant development plan based on the department's strategic priorities and most recent funding available. Represents the department on various ad hoc and standing committees as appropriate.

POSITION QUALIFICATIONS:
MINIMUM:
Bachelor's degree along with five years of experience in education, monitoring, research and evaluation, technical assistance and/or grants management.
FLSB1310 Equivalency:
4 years of directly relevant experience may be substituted for bachelor's degree.
6 years of directly relevant experience may be substituted for master's degree.
PREFERRED:
Master's degree along with five years of experience in education, monitoring, research and evaluation, technical assistance and/or grants management. Experience working in a state agency is preferred. Experience working with or for the Institute for School Reform. Minimum of three (3) years of experience in a supervisory position. Experience with hiring and training staff. Exhibits strong problem-solving skills and able to adapt professional learning opportunities to changing environments. Ability to travel as needed to fulfill the job requirements.
