Land Use Technician I/II (Finance)
The County of Riverside's Transportation and Land Management Agency (TLMA) is recruiting to fill two (2) Land Use Technician I/II vacancies for the Land Use Consolidated Counter Services/Building and Safety Unit in Riverside, CA.
The Land Use Technician will play an important role in the permit case application intake process, interpreting county land use ordinances for the public, providing assistance to customers seeking guidance and advising on land development and structures. The selected candidate will receive proposed plans for building permits, collect fees, conduct research using maps and assessment records, as well as determine plans and conformance to State and local building codes, construction plan requirements, easements, setbacks, road dedications and planning requirements.
Competitive candidates will have expertise in permit and plan reviews, land use, zoning planning, title searches, building inspections, map creation, or surveying. They should also demonstrate proficiency with various data entry software and possess experience working with Geographic Information Systems (GIS), Blue Beam, or Public Land Use System (PLUS) software. Furthermore, candidates with knowledge of building codes, County Ordinances 348 and 457, proficiency in Microsoft Office Suite, and exceptional customer service skills are highly desired.
Bilingual in Spanish is preferred but not required.
The Land Use Technician I is a natural progression underfill for the Land Use Technician II. Incumbents are eligible to promote to Land Use Technician II upon successful completion of their probationary period, which would include a satisfactory performance evaluation and any additional qualification requirements.
The Land Use Technician II is the experienced working level classification in the Land Use Technician series and reports to either a supervisory or management level position. Incumbents are assigned a variety of field and office duties of average difficulty and are expected to perform these tasks with a minimum of supervision. Advancement to the next level is obtained by competitive selection through an open recruitment.

The County of Riverside Transportation & Land Management Agency (TLMA) is the umbrella agency for multiple county departments, as well as a few distinct TLMA Agency Divisions / departments. The departments include: the Transportation, Planning, Building and Safety, and Code Enforcement Departments, the Riverside County Airport Land Use Commission (ALUC), the Aviation Division, and TLMA Agency Administration. The portfolio's departments are focused on infrastructure, facilities, and critical services, which are essential to the quality of life, safety, well-being, and public health of Riverside County residents.• Interpret and apply the County land use ordinances as they relate to construction and use of structures and land; check applicants proposed plans for building permits and determine if plans are in accordance with land use ordinances and regulations.
• Research zoning maps, general and community plans, and specific plans, to answer questions relating to use of specific property.
• Complete initial permit case processing of applications and calculate fees.
• Inform developers, contractors and members of the public on matters pertaining to land use regulations, building codes, construction plan requirements, easements, building setbacks, road dedications and planning requirements.
• Research legal descriptions, property ownership and history using maps, computers, and Assessor-Clerk-Recorder records; issue addresses to parcels.
• Provide applicable department clearances and assistance with permit processing for issuance and final.
• Generate basic building permits.The level at which the position will be filled is at the Department's discretion and based on candidate qualifications.

Education: Graduation from high school or attainment of a satisfactory score on a G.E.D. test.
Experience: Two years of clerical or technical experience in a public works organization with exposure to land use, zoning, planning, code enforcement, title searching, building inspection, map making, surveying, or a directly related field. (Completion of undergraduate level courses from an accredited college or university may substitute for the required experience on the basis of 30 semester or 45 quarter units equaling one year of the required experience.)

$58,819.90 - $86,707.30 Annually
OPTION IEducation: Graduation from high school or attainment of a satisfactory score on a G.E.D. test.
Experience: One year as a Land Use Technician I with the County of Riverside or an equivalent position.
OPTION II Education: Completion of 60 semester or 90 quarter units from an accredited college or university. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
ALL OPTIONSKnowledge Of: State laws and municipal and County ordinances governing land use and zoning; the elements of planning and zoning theory.
Ability to: Read, interpret and research laws, rules and regulations; read legal documents and interpret legal descriptions; read maps, architectural drawings and interpret building plans; establish and maintain effective working relationships; prepare clear, concise and accurate reports; maintain files; speak and write effectively. Possession of a valid California Driver's License may be required for field work.
